Biden's Final Stretch: What to Expect from the Lame Duck President

With Donald Trump's victory in the 2024 presidential election, Joe Biden is now considered a lame duck president, facing significant challenges in his remaining weeks in office. As Trump prepares to take the oath on January 20, Biden must navigate complex diplomatic issues in Ukraine, the Middle East, and beyond.

Biden's administration is racing against time to support Ukraine, fearing Trump may withdraw aid. Reports suggest Biden may send 500 Patriot and NASAMS missiles to Kiev, despite some White House officials opposing the idea . Dan Lazare, a US constitutional historian, notes that even if Biden follows through, it will be seen as a final gesture before US support ends.

In the Middle East, Israel is embroiled in conflicts with Gaza, Lebanon, and Iran, none of which are likely to be resolved before Trump takes office. Biden may choose not to veto a resolution imposing sanctions on Israel if it rejects a Gaza ceasefire deal . Lazare believes Biden's options are limited, stating, "The game is up" due to Trump's decisive victory.

Biden will also attend the upcoming APEC summit in Peru, amidst concerns about disruption to regional alliances. Lazare doubts Biden will receive a warm reception, saying, "He may put in an appearance... but it's doubtful he'll even get a round of applause".

Historically, lame duck presidents have struggled to maintain momentum. Since World War II, six presidents have won re-election, but their second terms were marked by significant challenges. From Dwight Eisenhower's struggles with segregation to Nixon's Watergate scandal, and Obama's "lame duck" status, second terms have often been marred by controversy and decreased effectiveness.

In the remaining weeks, Biden's administration will focus on passing a full-year omnibus spending package or another continuing resolution to avoid a funding lapse after December 20 . Other pressing items on the agenda include a disaster relief package, the National Defense Authorization Act, and the reauthorization of the Farm Bill.

Biden's judicial confirmation prospects are also uncertain, with Democratic Judiciary Committee leaders aiming to match the number of judges appointed during the Trump administration . However, Republicans are unlikely to cooperate, making it challenging for Biden to achieve his goals.

Ultimately, Biden's final stretch will be marked by difficult diplomacy and limited influence. As Trump prepares to take office, Biden must balance his desire to cement his legacy with the reality of his diminishing power.
