In a significant move to strengthen global health security, the International Monetary Fund (IMF), the World Bank Group (WBG), and the World Health Organization (WHO) have announced a comprehensive partnership to enhance pandemic preparedness worldwide. This collaborative effort aims to support countries in preventing, detecting, and responding to public health threats.
The partnership leverages the unique expertise of each organization. The IMF's Resilience and Sustainability Trust (RST) provides eligible member countries with long-term financing at low interest rates to address structural challenges to economic stability and enhance health system resilience. The World Bank Group's financial and technical support focuses on health-related development policies and project investments for pandemic preparedness. Additionally, WHO's technical expertise and in-country capabilities provide critical guidance on pandemic preparedness and response.
The collaboration seeks to enhance health system resilience by improving countries' ability to respond to health emergencies and strengthening their health systems. It also supports policy reforms by implementing effective policy, institutional, and public financial management reforms to address pandemic-related challenges. By maximizing resources, the partnership leverages the synergies and complementarity of each institution's expertise to optimize financial resources and technical expertise.
Kristalina Georgieva, IMF Managing Director, emphasized the importance of collaboration, stating that "this stepped-up collaboration will help our institutions complement and leverage each other's expertise to support members in strengthening pandemic preparedness and enhancing health system resilience."
Dr. Tedros Adhanom Ghebreyesus, WHO Director-General, highlighted the need for new financing sources to bolster health systems, noting that "WHO is proud to be working with the IMF and the World Bank to unlock financing from the Resilience and Sustainability Trust, and support countries to put it to work for a safer world."
World Bank Group President Ajay Banga stressed the importance of aggressive planning and preparation for the next global health crisis. "We must aggressively plan and prepare for the next global health crisis, so that when the battle comes – and we know it will – we will have the health workforce that can be rapidly deployed in the face of a crisis, laboratories that can quickly ramp up testing, and surge capacity that can be called upon to respond."
