Rivers State Launches Judicial Inquiry into Arson and Killings: Public Memoranda Invited
In the aftermath of the devastating arson and killings that ravaged some Local Government Council Secretariats in Rivers State on October 7, 2024, the Rivers State Judicial Commission of Inquiry has issued a call for memoranda from the public. This move is part of the commission's efforts to investigate the underlying causes of the violence and identify those responsible.
The violence erupted a day after elected Local Government chairmen were sworn in by Governor Siminalayi Fubara, highlighting concerns about the state's political stability and security. The commission, inaugurated five days ago, is chaired by Hon. Justice Ibiwengi Roseline Minakiri, with Dr. (Mrs.) Inying S. I. Brown serving as Secretary.
The commission is seeking memoranda from affected individuals, civil society organizations, and the general public to gather critical information and insights. Interested parties are encouraged to submit two hard copies of their memoranda, typed and double-spaced, to the Commission's Secretariat at Room 002, Wing A, Ground Floor, Point Block, Rivers State Secretariat Complex, Port Harcourt. Alternatively, submissions can be made via email to [email protected].
The deadline for submissions is Friday, October 18, 2024. Soft copies on CD or Flash Drive are also accepted.
The commission's inquiry will focus on determining the underlying causes of violence, identifying individuals or groups responsible, evaluating damage to property and human life, and assessing the effectiveness of security agencies' response. The commission will also investigate potential political motivations behind the violence and recommend appropriate sanctions for those found culpable.
Other key areas of investigation include:
- Evaluating the extent of damage to property, infrastructure, and human life
- Examining potential political motivations behind the violence
- Assessing the effectiveness of security agencies' response
- Investigating actions under relevant laws, including the Violence Against Person (Prohibition) Act 2015
- Advising on compensation and support for victims and measures to prevent future occurrences
- Recommending long-term strategies, policy reforms, community engagement, and conflict resolution mechanisms
The commission's report is expected to be submitted to the Governor of Rivers State within 30 days of inauguration. By inviting public memoranda, the commission aims to ensure a thorough and transparent investigation into the tragic events that shook Rivers State.
This judicial inquiry is a crucial step towards accountability, justice, and reconciliation in Rivers State. The commission's findings and recommendations will be closely watched by the public, civil society, and the international community.
As the investigation unfolds, concerns about the state's political stability, security, and human rights remain paramount.
